What Happens if I Travel to Hawaiʻi Now?

  • The online Hawaiʻi.gov/#/" target="_blank">Safe Travels Program is mandatory for all travelers. For questions or issues with the app, Hawaiʻi.gov/travelhelp/" target="_blank">click here.
  • The mandatory 14-day quarantine is required for all passengers (visitors and returning residents) arriving into the state of Hawaiʻi on or before October 14. Additionally, operations, including peer-to-peer platforms or sharing services, may not rent vehicles to any person who is subject to a 14-day traveler quarantine order unless an exemption is granted.
  • People who are required to self-quarantine for 14 days must designate a hotel or motel as their designated quarantine location. No person who is subject to the mandatory self-quarantine is allowed to stay in a short-term or vacation rental.
  • The state of Hawaiʻi’s Hawaiʻi.gov/airports/covid-19/" target="_blank">Department of Transportation website further explains the entrance and quarantine process.
  • As this would mean that visitors would need to remain in their rooms for most or all of their vacation, travelers are strongly urged to postpone any trips to Hawaiʻi.

Guidelines for Pre-Travel Testing Program – Launch on October 15
Governor Ige confirmed on September 16, the start date of the pre-travel program for US continental US travelers will be October 15. The current program outline follows:

  • Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab.
  • Travelers are exempt from the mandatory 14-day quarantine if testing is completed no more than 72 hours in advance of arrival with proof of a negative result.
  • If results are not available by time of arrival, quarantine necessary until test results received.
  • All travelers (returning residents and visitors) of all ages subject to pre-test requirement.
  • Individuals responsible for testing costs.
  • Travelers (returning residents and visitors) are not able to test upon arrival in Hawaiʻi because this is a pre-travel testing program.
The governor says the pre-test is one part of a multi-layered screening process which includes arrival temperature checks, completion of the State Travel and Health form, and secondary screening for those with symptoms or temperatures of 100.4 degrees or higher.
  • No commercial COVID-19 NAAT testing will be provided upon arrival at the airport. Travelers without the pre-test will be in quarantine.
  • CVS and Kaiser Permanente are testing partners and details are forthcoming.

Partial Inter-island Travel Quarantine Goes into Effect on August 11.

  • The partial inter-island travel quarantine requirement applies to any person traveling to and between the islands of Kauaʻi, Hawaiʻi, and the islands comprising the Counties of Maui and Kalawao (Molokaʻi). It does not include inter-island travelers arriving on Oʻahu.
  • The period of self-quarantine will begin immediately upon arrival and last 14 days or the duration of the person’s stay on the island, whichever is shorter. Can I Travel Between the Islands During My 14-day Trans-pac Quarantine?

  • No. Visitors and residents who are still in their 14-day self-quarantine are not permitted to fly to another island.
  • Once the trans-pac quarantine is complete and should travelers opt to fly inter-island, the partial inter-island travel quarantine will apply. The traveler will be required to complete a 14-day quarantine based on the previously provided information.


Oʻahu’s Business and Operations Are Under Restrictions

  • Beginning Thursday, August 27, at 12:01 a.m., Oʻahu will be under a “Stay at Home, Work at Home” order through September 23. All non-essential businesses will be closed.
